This would encourage Chelsea, Man City & Arsenal -- who tend to buy from foreign clubs -- to do the same. Is this really a good thing?
They'd all be in the same boat, if Chelsea want a better crack at winning the CL, giving money to european leagues would weaken their hand as it'd potentially drive up the wage spending power of other leagues. It'd also mean that th top 10 richest clubs in the premier league would have identical wage budgets, so only bigger transfer fee spending power would keep the established top 4 above their rivals, a few bad deals...
EDIT: I misread what you posted, yes it would encourage them to do the same = more home grown players at the top of the English game.
The other benefit is that it'd make the big clubs more open to sponsorship deals which make everyone richer over deals which increase the gulf. Completely unworkable of course as the big clubs hold too much power and aren't going to vote for something which threatens their place near the top of the pyramid. And this is just the premier league, imagine the impact in Spain if Real and Barca had to get their wage budget in line with Villareal (he says showing a complete lack of knowledge of spanish football finances beyond the top 2 big spenders).
